OSS coverage in HTTPS Everywhere #15750

Type: new ruleset

While I was creating https://github.com/alpinelinux/aports/pull/4516 I realized that this might be a good benchmark of HTTPS Everywhere's coverage on OSS projects. So here is the list of domains that have not been rewritten. There are some false positives, like HSTS preloaded hosts, or osts that do not (yet) support HTTPS at all.

xmlsoft.org doesn't have any issued certificates: https://crt.sh/?q=xmlsoft.org, https://crt.sh/?q=%.xmlsoft.org.
