This seems like a job for replacement widgets (#1467). We could detect Fox News embedded videos, block their assets up front, loading them dynamically upon user request. Our "Privacy Badger blocked Fox News Video" overlay could have a couple of play buttons, "Load just this once" and "Always load on this site".
