Shipping Page on Site doesn't reflect shipping costs to customer

You don't see shipping calculated until you select a payment method.

If you select PayPal, you have to type in your login information, then get transferred back to the page before you see your shipping + subtotal calculated
If you select Credit card, the next screen it takes you to have the subtotal and the shipping,
