Pinning requirements for the main docker image, for the bootstrap, the tests and the docs.
If I'm not mistaken, pip install lega should be reproducible
pip install lega
I added a few requirements.txt files and adjusted the scripts loading them.
Finally, cega-users has its own image. This is ground work for later having only a single fake-CentralEGA image.
