Summary

A script to generate the packages description easily and adapt the release procedure for it

One thing is not 100% clear to me is whether we can push --tags to upstream to enforce release creation. If that's not possible we should change the workflow to skip the release creation and just upload artifacts.

And once this is merged, we can do the 0.12.1 or whatever release following the proc
