Bump hugo, NodeJS and ubuntu versions #526

Bump:

hugo version to latest release: https://github.com/gohugoio/hugo/releases/tag/v0.104.3
ubuntu used in actions to ubuntu-latest as 18.04 is no more supported
No more specify current LTS version, use the alias
Use only major in version numbers of GitHub Actions
Handle deprecation of GitHub Actions: Deprecating save-state and set-output commands, cf https://github.blog/changelog/2022-10-11-github-actions-deprecating-save-state-and-set-output-commands/

We may have an issue with the deployment of new pull request previews: https://github.com/EGI-Federation/documentation/actions/runs/3297954966. To be confirmed if it's due to the changes in this PR, or worse to changes in one that got previously merged (from our friend @dependabot)

and obviously update of the deploy.yaml are not taken into account and need to be merged in the main branch to be tested. Will see what I can do with my fork/a test repo
