Document running tests locally, leveraging docker. act can be used too but may be be longer or more complex, to be tested more.

LGTM! One possible addition is to specify how to run the super-linter locally

I've added a short section on this. Never tried it much, apart with act and it seems there were some issues, maybe as I wasn't using the big container image that is 20GB, only the smaller one. To be tested.
