What we call the primary nav (activity, people, login links) is of secondary importance to the main site navigation (countries, repositories, docs, authorities.)
Maybe use a thinner, partially-opaque background image for the ~120px high main nav, with a transparent EHRI logo on the left.
Idea for colour hinting: for the current page category (e.g. countries, docs) use white text on a coloured background, for non-selected items use coloured text and a bottom-border "underline".
