Revamp the top of the page... #440

Note to self: look at stackoverflow's main header (with logo and site links) for inspiration with the top of the page (landing page excluded.) What we call the primary nav (activity, people, login links) is of secondary importance to the main site navigation (countries, repositories, docs, authorities.)

Maybe use a thinner, partially-opaque background image for the ~120px high main nav, with a transparent EHRI logo on the left.

Idea for colour hinting: for the current page category (e.g. countries, docs) use white text on a coloured background, for non-selected items use coloured text and a bottom-border "underline".
