Description of the steps to reproduce

1. Navigate to Configuration > Flexible Form Designer
2. On Parameter tab select Human Clinical Signs
3. Create a new Section in Human Clinical Signs.
4. Search for New Created Section. Actual Result: Once user finds the Section and the Section is empty, e.g. no Parameters created for the Section, the [+] is sign available for the Section to expand. Once expanded the ID of the created Section is presented. Expected Result: Once user finds the Section and the Section is empty, e.g. no Parameters created for the Section, the [+] sign SHOULD NOT be available for the Section to expand.
