Description of the steps to reproduce

Go to existing VSS - Detailed Collection tab 2. Select Relative Point Actual Result: Region and Rayon fields are not mandatory. It is possible to create VSS without Address when selecting Relative Point

This issue was identified during Pre-UAT functional testing in December 2022 and added into GitHub for history records.
