Human Disease Report | Date of Symptom Onset gives error message incorrectly when same as Date of Diagnosis; should be allowed but message says it isn't

This issue was identified during UAT Training conducted in June 2023 and added to GitHub for proper records tracking. The issue is fixed and verified on EIDSSv.7.0.402. The issue is closed.
