System allows entry of Farm with Farm Name but no owner or address data past region+rayon; however, duplicate warning message is too broad

This issue was identified during UAT Training conducted in June 2023 and added to GitHub for proper records tracking.

Based on the description of the original issue - such behavior is not reproducible anymore. Region/Rayon are mandatory fields, creating Farm without Region/Rayon is impossible. The bug is closed.
