Update XSpec framework to 1.6.0 with Saxon 9.9.1.7 #19

To be aligned with last Oxygen 22, it would be nice to update XSpec plugin to 1.6.0 and Saxon 9.9.1.7 thanks to the xspec-maven-plugin. This would also involve to update the xpsec-maven-plugin itself to 2.0.0.

Some adaptations has been pushed to master with commits 4a8927be4775ac378cd3243df50546b1273cc6f0 and b4db6d4a155693ee827f89b64211bec7f217df25 This adaptations are compatible with the current Saxon 9.8.0.12 beeing used today.

Only updating the XSpec framework make the build failed : the problem has been identified in https://github.com/xspec/xspec/issues/1090 It has to do with the new white-space handling in external files from XSpec 1.3.0.

Merged to master because we need to update to Saxon 9.9 in another project. One could change the workaround later
