In the case where the html table generated from CALS is used within an HTML editor that only deals with cell borders and not with table borders, it might be usefull that each cell has the appropriate borders exactly like it looks like visually when frame and cells borders are collapsing.
That would involve :
don't set any border at table level (like frame="none")
set every borders at cell levels including borders that would come from the original table/@frame attribute (assuming borders are collapsing)
