This PR introduces automatic R CMD checks for various platforms (win, mac, linux).

Small changes were made to pass the checks everywhere:

Reduce R version dependency to fix ubuntu-latest (oldrel-1)
Remove tests that require random seed to fix macos-latest
Use different approach for importing mulea functions within clusters to fix windows-latest.
