Merge devel_docs to master

Hi Ryan! These changes have been sitting here for long enough that I figured we should get them onto master so they can be released, even though it's not even close to everything listed in the issue tracker. Actually @maxalbert thought it and I agreed. I made a pull request just in case it conflicts with your work.

Could you double-check the VERSION_HISTORY before merging?
