In general, decisions (or events) shouldn't live in the SWMH repository unless absolutely required. Even when absolutely required, the master copy should usually be in the EMF repository and an SWMH version should be backported for the 0.0001% of HIP users that use standalone SWMH.
I think this decision may also be partially bugged from my memory of how it works and recent changes to when & how the SWMH global flag is set; it's only supposed to be available on day-1 for rulers that are celibate and have no children that can inherit. This is honestly better handled in EMF.
