Battles between armies that both do not have ANY flank leaders remain in a perpetual skirmish phase with no tactic; it never resolves. #603

If a single commander is added to a flank on either army engaged in the battle, then the issue resolves and a combat tactic is picked.

Reproduction - Declare war on a force with no general and engage without any generals yourself, it seems to cycle 'no tactic' daily and never triggers an assault/clash mode.
