Hellenic pagans cannot use the Imperial Reconquest CB. #616

I told the user that if they weren't Orthodox, Iconoclast, Bogomilist, or Monothelite, then the requirements for using the IR CB no longer include the need of the Strong Basileus trait but instead merely 500 prestige.

He/she said:
