Imperial government vassals become feudal when they gain a feudal title that is lower-tier than their primary title. #628

This may have been fixed since the last release but just in case - When you've appointed your vassals as viceroys or equivalent and it gives them the imperial government so their titles succeed in the proper way. However, if your viceroy's vassals aren't of the imperial government and your vassal gains their title in any way but revocation and usurpation which erases the flag then when emf checks for the feudal title flag on that new title it reassigns that flag to the main title making your vassal become feudal despite being imperial.

From a quick glance at the code, it appears that the above scenario (and many other possible ones, actually) will indeed flip the viceroy to feudal. FIX TIME.
