emf_create_outremer may be bugged. #634

I have the decision "form empire of outremer" active. I am an emperor of Jerusalem which I have formed. I have kings assigned 12 viceroys in the area. I control all the counties in Kingdom of Jerusalem myself. 12 other kingdoms via 12 King vassals.

The problem; If I click the decision to form the Outremer, my Kings under my command become independent rulers. > Because, the Empire of Jerusalem is forfeit. And I am also reduced to Viceroy of Jerusalem. Losing all of my vassals...

Outremer becomes a de jure Empire, just no grabbers.

He seemed confused about where to find the corresponding version.txt, so I don't know if this actually corresponds to the save properly, but it's the best we've got:

I was able to reproduce the issue as described on the user's save (though first I had to make the decision available -- must not have been quite the right save, but that's all right). Here was the tooltip shown for the decision before I enacted it:

Afterward, indeed his previous empire was destroyed and he lost his vassal kings. Obviously, that means he didn't receive e_outremer either.
