S09 should be added to the list of allowed BODC collections #25

Once https://github.com/nvs-vocabs/P01/issues/65 is resolved as a new term, this would be the measurementTypeID, which currently remains empty, while measurementType is 'Size'. S09 is needed as much as S10 and S11, which are already in the list.
