[Bug] Validate team member transaction release and doi minting action #309

I seemed to notice that if I am considered admin, I was able to stage for release but not mint doi. In addition to not being able to mint doi from transaction release, I should also be blocked from releasing data unless I am a team member.

I think this is fixed now. Will reopen if still an issue.
