Observing behavior where carts show in one browser but not another. Internal status is keeping state as desired but external status is not for some reason, even after user has authenticated.

This is as expected for cross-browser behavior. Carts are tied to a given browser session, not to a specific user. We had to do this when they wanted to allow anonymous cart dowloads.
