Verify installation error #147

Hi,

I am trying to install the hic-pipeline on my Macbook Pro (macOS Monterey) and I run into an error when I attempt to verify the installation: $ caper run hic.wdl -i tests/functional/json/test_hic.json --docker

2022-03-03 11:31:05,407 cromwell-system-akka.dispatchers.engine-dispatcher-55 INFO - WorkflowManagerActor: Workflow 828886de-d974-492d-ab7f-87616cdfc2d5 failed (during ExecutingWorkflowState): Job hic.get_ligation_site_regex:NA:2 exited with return code -1 which has not been declared as a valid return code. Hello,

Thanks for the report. We discussed this on Slack, but for posterity I will comment here - the root cause was that docker was not available.
