Cleaned up the preProcessing.py #32

run_falcon.py now has a function preProcessing.determine_start_frame, that automatically calculates the start frame
preProcessing.py from sebi is now just cleaned up with parallel processing enabled.
constants.py now has the shrink_factors along with the 'MI_REFERENCE_PERCENTAGE', which tells the percentage from which the reference mutual information need to be calculated.

@Keyn34: I have tested it on Mac, works fine (just for brain). Need to test it on linux (ubuntu)!
