Support Resource Discovery building block scalability to millions of records in eoAPI

@j08lue Can we collect some recommendations (e.g., for parameters, such as hydration, min/max parameters for db connections from stac-fastapi, item table partitioning, postgres database tuning parameters) and document them? I think this would be a very good start of this work item.
