Develop alpha version of an endpoint that exposes functionality developed in https://github.com/orgs/EOEPCA/projects/4/views/1?pane=issue&itemId=83302214&issue=EOEPCA%7Croadmap%7C255 in a unified REST interface.

Designed the first version of the REST API for health check management/scheduling, and implemented a mock version of it in https://github.com/EOEPCA/resource-health/pull/32.
