Migration from Travis to GitHub actions #27

CI will be migrated from Travis CI to GitHub Actions, due to Travis' new pricing plan.

It seems that this migration will be a little bit more involved than expected with the initial run failing on tests.

Build is now passing on GitHub actions (for R4.1 at least) Remainder of this issue will be tracked in #28
