[3] Disable "preview" #277

Resources should not have an "auto-publish" attribute anymore (they will all publish)
Anything that used to check that value should be hard-coded to publish
~~We should remove all "preview" related code... or as much as we dare to, as there is a LOT of it...~~

...We should only remove code where it's really easy to do. This task should not entail looking for all instances of preview to remove the code.

It would IMO be helpful to document any positive capabilities provided by the preview function, so that those (if needed) can be carried forward. If Preview was IYO only useful as smoke signals that pointed to failures in bad harvesting and merging code, then improvements to harvesting and merging, plus useful logging, can completely replace it. Am I missing something?
