Move wallet check to main API #64

Once enough time has passed that wallet API (introduced in version 2.0.6) becomes standard stuff (and wallets are actually using it), then make it a failure on an API to not have this service enabled.

Not doing this. It's a separate feature in the bpjson 1.1 spec.
