Upgrade to 3.1 RC1 on Jungle by end of June
Upgrade to 3.1 final release on Jungle in ~~late July~~ early August
Activate consensus upgrade September 23 21
Avoid unexpected service disruptions for all exchanges and applications with more than 1% of EOS daily volume. (top ~15 exchanges)

The target date for consensus feature activation was changed from September 23 to September 21 to avoid activating on a Friday.
