Update Kylin EOSIO permission with EOS USA and EOS Nation

EOS Nation has created a faucet smart contract and back-end for Kylin:
- Newly released 🚀 (Kylin support)
  
  EOSIO Faucet API
  
  https://faucet.eosnation.io/docs
  - Create account using public key as active & owner permission.
  - Send tokens to receiver account.
  - Generate EOSIO private/public key
  Feel free to test it and provide feedback if there's any issues.
EOS Nation is preparing to activate PowerUp on Kylin
ENF is working on an open source performance harness and load test framework

Kylin Testnet update 🚀

✅ PowerUp configured
✅ All protocol features activated (including 3.1.0 Crypto primitives)
✅ Latest system contract v3.1.0-rc2 deployed
