Identify SQA reqs suitable for programmatic check

Starting from the current SQA baseline (v3.0) we should identify the list of requirements that can be checked automatically.

For each:

• Check if the jenkins-pipeline-library [1] already implements this
• If not, identify the possible tools and create an issue in the library repo [1] for implementing this functionality
