Minor thing: [SvcQC.Per03] mentions "scale up" and "scale out". [SvcQC.Per04] mentions "scale out" and "scale in". To avoid the overlap in the terms It may be more consistent if:

[SvcQC.Per03] mentions "scale up " and "scale down" while [SvcQC.Per04] is left as it is.
