Adds ability to set debug level of loggers in BaseActionWatcher and AbstractActionReader via their respective options object
Fixes some logging in BaseActionWatcher
Adds DEBUG level logging to AbstractActionReader

Debug level logging in the AbstractActionHandler will be addressed in a separate PR.
