Change Description

• Shutdown fifo queue before stopping amqp_handler as the amqp_handler can be waiting on fifo queue.
• Fix issue in amqp_handler with a captured promise being invalid when timed wait times out.
• Fix issue with ~reliable_amqp_publisher_impl() not being called on exit.
