Does EOSIO have the public chain , just like the Ethereum public chain?

I saw the disclaimer on EOSIO offical web site, it say Block.one will not be launching a public blockchain based on the EOSIO software.

So if I want deploy my contract on EOSIO public net , only can deploy it on Jungle Testnet(public testnet)?
