1.0.0 Release Candidate for EOSIO-3.0.0 Feature Support. #68

Note: merging this down to its original parent to make reviewing easier. From there we can open a new PR and merge down to develop in preparation for release.

It will be necessary to update the package definition to work off of 1.0.0 once eosio-swift is semantically tagged.

Changes to work with consolidated eosio-swift. SPM support. Cocoapods is still supported.
