feat: add a map component on which polygons can be selected #2 #5

This PR introduces a WebMap component that allows to select a list of polygons. It is accessible from a "map" page, for development purpose.

Also i18n support was added because it was simpler to add it rather than removing it from the EIRA's original base code.
