feat: study draft upload #15

Backend storage:

A study draft is stored in the S3 store as a JSON document that includes buildings, spaces, instruments and datasets
Data files (CSV/TSV/ZIP) are also stored in S3 in the same folder as the study draft

Frontend, from the Contribute page:

Study form can be pre-populated from an Excel file (template is provided)
No field validations for now
Once uploaded, a study draft is assigned an ID that can be used for further retrieval

Still in progress:

qualification of the measured parameters, long vs wide format support
keycloak sso authentication (to authz reviewer)
