Fixes for minor problems #4

There were 2 minor problems:

RELEASE has incorrect comments for the locations of devIocStats and ipac. These are now in epics-modules on Github, where other synApps modules are, so I removed the comment.

I added EPICS_BASE and SUPPORT to .gitignore, since these files are intended to be copied from EXAMPLE* and locally edited.

MarkRivers commented 6 years ago

I fixed these problems and pushed to Github.
