Permalinks to frontend

For links to show records on frontend, we could use the following permalinks instead of the current ones:

• Report: https://data.deqar.eu/report/{id}/
• Institution: https://data.deqar.eu/institution/{id}/
• Agency: https://data.deqar.eu/agency/{id}/
• Country: https://data.deqar.eu/country/{id}/

In fact, the links to the pages on the frontend should not be hard-coded, so we can set them correctly to these permalinks for the production instance, and to the corresponding frontend pages in sandbox & test environments.
