Contributing agencies disappear #462

Data on contributing agencies gets lost for now apparent reason. Two example cases:

https://data.deqar.eu/report/71368 (main: NVAO, contributing: VLUHR QA)
https://data.deqar.eu/report/75122 (main: MusiQuE, contributing: EQ-Arts)

(See admin UI change log of the former, "reinstated" various times and keeps disappearing.)

For now, these are the two only known cases - but we have potentially hundreds/thousands coming up from GAC.
