When someone uploads a file instead of providing a URL, they still receive a "low level flag" for not providing the URL. They should not receive a flag if the provide a file by any means.

It can happen that a low level flag is in the outgoing message, because how the upload handled... So first the record is created, but the flagger sees that there are now urls provided, neither there is a file exists, so it raises the flag that's the point when the email confirmation is created... But when the file is pushed, the flag is checked again, so normally it shouldn't exists in the system any more...

That's a bit wonky like this, I have to think how to delay the confirmation message...
