Institution / Pop Up Institution Browse List #133

The interface is overkill compared to what was asked for. We actually only wanted to allow users to pick a single institution per pop up. (If users need to add a second institution, they can pop up again. It is more straightforward and multiple institutions is an exceptional case. Basically, all the functionality about picking multiple options is superfluous and will be only rarely used.)

We can discuss what to do about it...but personally, I would just simplify, keeping only the "add" function on the right as originally proposed. Otherwise, I would make this look like the standard institutions menu.
