for the PITA druid 1.5 quest you need the ability to have goblin npcs Shout in Goblin.

[Thu Feb 16 11:16:28 2017] a goblin whipcracker shouts, in Goblin, 'You right! Me want prize! Start contest! King Dronan owe us contest!'

This still needs to be done - pending PR in PEQ Quests that needs language support in LUA
