[G2M] date-picker - allow user to set fixed year range

Change:

• Add the fixedRange parameter to the date picker to allow setting a fixed year range.

  • Before:

    • The year range dynamically shifts based on the selected year, causing earlier or later years to become unavailable.
    • The years before minDate and the years after maxDate are still selectable in the year dropdown
    • User able to select the end year that is earlier than the start year

  • After:

  • By setting fixedRange=true, the datepicker will stay in a fixed year range.

  • The years before minDate and the years after maxDate will not shown in the year dropdown

  • The year that is earlier than the start year will not be shown in the end year dropdown
