[G2M] UserValueControls - adjust for top spending & frequently transacting categs. #154

Changes:

UserValueControls

  1. The previous version of UserValueControls setup was designed for only selected value columns to determine pre-defined categories in the insights-data-categories file in order to gather value columns under one category and use them in dropdown list on the map widget.   2. This now has been enriched with a category filter, which the user can set up. In this case, the UserValueControls tab will act as a filter, using a category value to only display data values in the object that pass this filter. Screen Shot 2022-08-29 at 1 51 46 PM

@woozyking it closes two issues that are assigned to auto insights project, which, therefore are in the project's task list if you check. You mentioned I shouldn't do this twice, for issues & for the PR's that closes the issue.
