[G2M] Subtitle - add hyperlink #158

Closes #156

Changes:

Subtitle

added hyperlink to subtitle, with validation for hyperlink
moved Subtitle component into a separate section, removing toggle in Chart option section because the Subtitle is a widget feature not a chart/map option feature
